This one is settled by Armenia’s own published list. The Ministry of Foreign Affairs maintains a register of countries whose nationals are unilaterally exempt from needing an Armenian visa, and India does not appear on it — so an ordinary Indian passport requires a visa, and the convenient route is the e-visa issued through the MFA’s own system. Apply through the ministry’s official portal rather than an intermediary, and allow real time rather than applying to a deadline. There is also a temporary exemption in circulation for holders of residence permits from certain other countries, which would be significant for Indian travellers resident in the Gulf; it is described below as something to confirm, because we could not verify that it reaches Indian nationals.

Apply through the ministry, not an agent Armenia runs its own electronic visa service, operated by the Ministry of Foreign Affairs. Applying anywhere else means paying a margin for the same application and adds a party between you and the decision. Start well before you book anything non-refundable: the grant is a sovereign decision, a refusal carries no refund, and a booked flight is not a reason to be admitted. Armenian visitor visas are ordinarily issued for a limited period with the possibility of extension inside the country, so if your plans run long, ask about extension terms at the point of application rather than after you arrive.
