Saint Lucia’s Department of External Affairs publishes a country-by-country table of visa requirements. Its column for foreigners visiting Saint Lucia lists India as "YES (poe)", and the table’s own printed key defines the codes: "(pta) = prior to arrival" and "(poe) = port of entry". So a visa IS required — this is not a visa-free country — but Indian nationals are in the category that obtains it at the border rather than from a mission beforehand. The distinction is deliberate: Bangladesh, Sri Lanka and many other nationalities appear in the same table as "(pta)", meaning they must hold the visa before they travel. India does not. India’s Ministry of External Affairs records the same arrangement in its visa-on-arrival listing, and states the terms: six weeks from the date of entry, for tourism and business, with no extension in the normal case, and all visitors required to hold a return ticket.

Saint Lucia has not waived the visa requirement for Indian passports; it has placed them in the category where the visa is issued at the border. You still arrive as someone who requires a visa, the immigration officer still makes the decision, and the usual evidence — a return ticket, somewhere to stay, means of support — is what the decision rests on. The stay is recorded as six weeks from the date of entry, for tourism and business, with no extension in the normal case, so this is not a country to plan a long stay in. One further detail worth knowing if you are arriving by sea: India’s foreign ministry records that visitors who would normally require a visa are exempt when visiting Saint Lucia by cruise ship docking for less than twenty-four hours.
