The Dominican foreign ministry sets out the general rule from Law No. 875 of 31 July 1978: foreigners wishing to enter Dominican territory must hold a visa, except nationals of countries with which the Dominican Republic has signed tourism visa-waiver agreements. MIREX does not publish the list of those agreement countries on its visa page, so we are not going to tell you whether an Indian passport is on it — treat the general rule as your planning assumption and let a Dominican mission confirm your own position. What we can tell you precisely is the provision that most Indian travellers will actually rely on. Decree No. 691-07 of 18 December 2007 facilitates entry for foreigners holding permanent residence or a valid multiple-entry visa for the United States, the European Union (Schengen), Canada or Great Britain: they may enter with a valid passport and a Tourist Card for tourism purposes. That rule turns on a document you hold rather than on the passport you hold, which is exactly why it applies regardless of nationality.

Check what is already in your passport first Before you start a visa application, look at what you already hold. If you have a current US, Schengen, Canadian or UK multiple-entry visa — or permanent residence in any of them — Decree 691-07 is the route, and it asks only for a valid passport and a Tourist Card for a tourism visit. A great many Indian travellers heading to the Caribbean already satisfy that test because of a US or Schengen visa obtained for an earlier trip, and never realise it changes their Dominican entry. If you do not hold one, plan on the consular route: MIREX quotes 10 to 20 working days and issues the tourist visa as TS (60 days, single entry) or TM (60 days, two entries).
